I worked extensively with Rocket Fuel at my previous agency. They have a kick-ass algorithm and do a great job of driving efficient performance. My only complaint was the level of customer service we received on the agency side, especially considering the budgets we were sending their way. On occasion, it would take 48-72 hours before we received a response and campaign adjustments were sometimes ignored altogether. Other than that, the client was very impressed with their performance and we kept them on the buy. I recommend them but just understand customer service might be less than ideal...
