The Weather Channel has tons of mobile and tablet inventory via their super popular iOS and Android apps. They can do a lot of cool weather targeting and branded native features like forecast sponsorships. They can do really advanced weather targeting like current cold and flu levels and air quality ratings, so some brands are a perfect fit. However, their performance was generally below-par as people only check weather for a few seconds each day, so it is hard to grab thei rattention wit han ad. I'd definitely recommend working with TWC, but only if it is relevant to that weather targeting
