Twitter cards are a huge improvement over the old ad units and are great for lead generation or app install campaigns. I've used custom audience targeting and app install cards to get $5ish CPIs for a niche business app. Their self serve platform leaves a lot to be desired and they could really use some kind of power user tool to make bulk editing and variant creation easier. Their support is abysmal though and the reps I have dealt with there are absolutely clueless. I once received three form emails from the same rep asking if I needed support after having already spoke to him on the phone to tell him I didn't.

Twitter has some killer mobile ad targeting with hashtags, conquesting, and handles. Haven’t tried their desktop product yet, and the CPIs on mobile are pretty high to start, but as they come down, the quality seems to do quite well.
